The authors of the agreement have built a timetable for withdrawal, which President Trump must follow – and prevent it from irreparably harming our climate. One of the main features of the Paris Agreement was the way in which the agreement reflects the principle of “common but differentiated responsibilities" (CBDR), which has been invoked four times in the CBDR principle. Emerging economies have stressed that developed countries should take on more responsibility for climate action, as they are largely responsible for the emission of almost all greenhouse gases from the 1850s to the 1980s. These transparency and accountability provisions are similar to those of other international agreements. While the system does not involve financial sanctions, the requirements are aimed at easily tracking each nation`s progress and fostering a sense of global peer pressure, thus preventing any hesitation between countries considering doing so. In December 2015, 195 countries signed an agreement to slow the process of global warming by striving to “keep the rise in global average temperature well below 2 degrees above pre-industrial levels and make efforts to limit the temperature rise to 1.5°C above pre-industrial levels." In addition to the Paris Agreement, it is generally expected that a Biden administration will also join the World Health Organization, the health arm of the United Nations that has played a leading role for the world during the coronavirus pandemic. Trump had announced Washington`s intention to leave the WHO in May this year after accusing the panel of being unreasonably respectful of China. Support and opposition to this decision have been flagged among Trump`s cabinet and advisers: Energy Secretary Rick Perry, Secretary of State Rex Tillerson, Economic Adviser Gary Cohn and Adviser and son-in-law Jared Kushner would have liked the US to remain committed to the deal, while White House adviser Steve Bannon, White House adviser Don McGahn and EPA Administrator Scott Pruitt wanted the U.S. to give it up.  The main objective of the agreement is to keep the increase in global average temperature well below 2°C above pre-industrial levels," including by reducing greenhouse gas emissions. The agreement differs from the 1997 Kyoto Protocol, the last widely used amendment to the UNFCCC, in that no annex is drafted to reduce the liability of developing countries. On the contrary, emissions targets have been negotiated separately for each country and must be applied voluntarily, leading U.S.
officials to view the Paris Agreement as an executive agreement rather than a legally binding treaty. This removed the requirement for the U.S. Congress to ratify the agreement. A clear framework has also been put in place for all countries to make commitments to reduce emissions and strengthen these measures over time. While Obama is credited with citing the indictment in the deal, some have criticized him for failing to implement lasting changes in the climate fight. Climate advocate David Bookbinder wrote in Vox in 2017 that Obama`s climate policies didn`t start until he was re-elected, largely because he was afraid of the political consequences that could ensue. .
